Ukraine, the United States, and European partners have developed a multi-tier military response mechanism in case Russia violates future peace agreements. The plan involves the Coalition of the Willing and American troops if Moscow resumes its aggression after a ceasefire.

The Financial Times reported this, citing informed sources. The parties discussed this security guarantee project during meetings in Paris throughout December and January. Now, they plan to present this mechanism at trilateral negotiations in Abu Dhabi. The document clearly defines the timing and nature of allied actions if the Kremlin restarts hostilities.
Response mechanism
First, the West must respond to any ceasefire violation within 24 hours. This phase includes a formal diplomatic warning to Moscow. At the same time, the Armed Forces of Ukraine receive the right to act immediately to localize the threat.
Second, if the shelling continues, the plan activates the Coalition of the Willing. This group includes several EU countries, the United Kingdom, Turkey, Norway, and Iceland. These states have officially expressed their readiness to send military contingents to Ukraine to maintain security.
Third, if Russia launches a full-scale offensive, the allies will coordinate a powerful military response. This stage will begin 72 hours after the escalation. A key feature of the third phase is the direct participation of the US military in repelling the attack. This approach serves as a deterrent for Vladimir Putin and the Russian leadership. By the way, military analysts are already considering three scenarios for the development of the conflict in 2026.
