Ukraine and the U.S. to Sign Bilateral Agreement on Ending the War

The peace plan to end the war between Ukraine and Russia currently involves signing a framework agreement between Kyiv and Washington, while the document with Moscow is to be concluded by the U.S.

This was stated by Ukraine’s Minister of Foreign Affairs, Andrii Sybiha, in an interview with European Pravda.

According to the Foreign Minister, this 20-point framework is currently at the center of the peace process, although negotiations are still ongoing. He emphasized that the document is bilateral between Ukraine and the U.S., but all its provisions are coordinated with European allies.

Europe Involved in Forming Security Guarantees

Sybiha noted that European countries are present in the peace process<el and participate in shaping security guarantees for Ukraine. For the first time, he said, these involve legally binding guarantees rather than political assurances, including the prospect of their ratification in the U.S. Congress.

Zelenskyy Ready for Personal Meeting with Putin

The Minister also reported that President Volodymyr Zelenskyy is ready for a personal meeting with Vladimir Putin to resolve key issues of a potential peace agreement-territorial control and the future of the Zaporizhzhia Nuclear Power Plant.

Separately, Sybiha noted that at the recent trilateral talks between Ukraine, the U.S., and Russia in the UAE, there was a “qualitative change” in the Russian delegation – the negotiations became more substantive and free of pseudo-historical statements.

Russia’s Responsibility Cannot Be a Subject of Compromise

At the same time, the Foreign Minister stressed that holding Russia accountable for aggression is a mandatory condition for lasting peace. Ukraine insists on the creation of a special tribunal for the crime of Russia’s aggression and the launch of a reparations mechanism.

Sybiha also announced Ukraine’s intention to hold the regime of Alexander Lukashenko accountable for complicity in the war, including providing territory and infrastructure for attacks on Ukraine, and to initiate new sanctions against Belarus.

It should be recalled that in 2022, Russia used Belarusian territory for a full-scale offensive against Ukraine, launching missiles and airstrikes. The European Parliament has previously recognized Lukashenko’s regime as a co-perpetrator of Russian aggression.

Earlier, The Ukrainian Review reported that President Volodymyr Zelenskyy confirmed readiness for a basic document on security guarantees for Ukraine following talks with Donald Trump.

At the same time, according to Financial Times, the Trump administration likely links security guarantees for Kyiv with possible territorial concessions in eastern Ukraine.
