Ukraine and France will start manufacturing weapons together on the territories of both nations. Ukrainian Defense Minister Mykhailo Fedorov and French Armed Forces Minister Catherine Vautrin signed a Letter of Intent on February 9. This agreement creates a framework for large-scale joint projects within the defense-industrial complex.

The Minister of Defense of Ukraine, Mykhailo Fedorov, reported the partnership. He stated that the move shifts the focus from simple equipment supplies to long-term strategic solutions. The collaboration targets the development of innovative electronic warfare systems and high-tech security tools. Both governments also discussed project financing through European Union loans and the SAFE program.
Key defense priorities
France confirmed it is preparing to transfer Mirage 2000 fighter jets to Ukraine. The ministers agreed to accelerate the delivery of AASM Hammer guided bombs. Furthermore, Ukraine expressed interest in acquiring more SAMP/T, Mistral, and Crotale air defense systems. The parties will work on upgrading SAMP/T capabilities to counter ballistic threats more effectively. They also plan to speed up the production of Aster missiles.
The French delegation visited frontline positions of the anti-aircraft missile forces during the visit. The discussion also covered the provision of SCALP long-range missiles.
“Despite sanctions pressure, Russia continues to produce missiles and UAVs. That is why joint production and cooperation with partners are critically important for strengthening the defense capability of Ukraine and the whole of Europe. I showed Ms. Vautrin the round-the-clock duty of our military and French equipment SAMP/T, Mirage 2000, and Mistral at combat positions,” Fedorov emphasized.
Earlier, The Ukrainian Review reported that Paris would provide a large-scale military aid package including Mirage 2000-5 multi-role jets.
