Today, on October 16, President Volodymyr Zelenskyy presented a plan for Ukraine’s victory in the Verkhovna Rada. According to him, it contains points calculated in detail in time, and if everything goes according to plan, the war can be ended by the end of 2025, Suspilne reports.
This became known from the broadcast of Zelenskyy’s speech in parliament.
If we start moving forward with this victory plan now, we may be able to end the war no later than next year, – the president said.
He emphasized that Russia and its allies “want more wars” and noted that they learn over time.
The more time they have to learn to carry ruins, the more the world will pay for the right to peace later. Now, for our partners, helping Ukraine means ensuring that the rules-based order in the world remains. If Russia’s war against Ukraine ends at a peace summit and on the basis of international law, it will convince other potential aggressors not to start wars, – Zelenskyy stated.
According to the President, it is an absolutely legitimate step for Ukraine to ask its partners for support in this war.
It is quite practical for our partners to help us not only survive, but also win. By doing so, our partners will help themselves no less. The coalition of criminals, along with Putin, already includes North Korea – the Kim family, which keeps more than 20 million of the Korean people in slavery. Our intelligence records not only the transfer of weapons from North Korea to Russia, but also the transfer of people. These are workers for Russian factories to replace Russians killed in the war. And personnel for the Russian army. In fact, this is the participation of the second state in the war against Ukraine on the side of Russia, – Zelenskyy said.
The President of Ukraine also drew attention to the assistance and cooperation of Iran, China and Russia.
Despite its statements, Beijing refrains from taking truly effective steps to stop Russia’s aggression and violation of the UN Charter. And we have to be honest – Ukrainians and all our partners – that if we do not step up now, Putin will have time to step up next year to put diplomacy on hold forever. Russia must lose the war against Ukraine. And this is not a “freeze”. And this is not a trade in Ukraine’s territory or sovereignty, – he emphasized.
It is worth noting that Zelenskyy said that a victory plan should be implemented to force Russia to attend a peace summit and be ready to end the war.
The document released by the president consists of five sections:
- Inviting Ukraine to join NATO before the war ends. According to Zelenskyy, this will be a “testament to determination” and will show how the partners see Ukraine in the “security architecture”.
- Strengthening defense. The item includes continuing operations on Russian territory and lifting restrictions on strikes on its territory; withdrawal of air defense, joint shooting down of Russian aircraft with partners, expanding the use of Ukrainian drones and missiles; access to partner intelligence.
- Deterrence. The item provides for the deployment of a comprehensive non-nuclear deterrence package that will protect against Russian aggression and narrow its capabilities.
- Developing Ukraine’s strategic and economic potential and strengthening sanctions.
- After the war, the Ukrainian military can use its experience to strengthen NATO and European defense. The US contingent could replace the Ukrainian military.
The second, third, and fourth points have secret annexes that were presented to the partners.
According to Zelenskyy, Ukraine’s partners, who have already been presented with this plan, have taken it “practically”.
Attentive. The teams are focused on the details for effective support. Tomorrow I will present the Victory Plan at a meeting of the European Council. But I want to be frank with you about how the situation is being handled in some non-public communication with Ukraine. We hear the word “negotiations” from our partners and the word “justice” is much less common, – the President said.
He also emphasized that Ukraine is “open to diplomacy, but to honest diplomacy”.
That is why we have a “formula for peace”. This is a guarantee of negotiations without forcing Ukraine to do injustice. Ukrainians deserve a decent peace, – Zelenskyy explained.
The President of Ukraine emphasized that the Victory Plan would “pave the way” for this, and also called it a guarantee.
The Victory Plan is a guarantee that the madmen in the Kremlin will lose the opportunity to continue the war. Therefore, the Victory Plan is a bridge to the implementation of the “peace formula” and a path to honest diplomacy, – he summarized.
