The Ukrainian Defense Forces successfully struck the Lukoil-Permnefteorgsintez oil refinery in Russia’s Perm region on May 7. Long-range capabilities hit the facility at a distance of over 1,500 kilometers from the frontline. The operation resulted in explosions and fires at key oil processing units within the enterprise.

The General Staff of the AFU reported that the strike targeted the isomerization unit and the AVT-2 primary distillation unit.
This refinery is among Russia’s largest industrial sites and supplies fuel to the occupying army. President Volodymyr Zelenskyy confirmed the operation’s success. He stated that Ukrainian “long-range sanctions” are now effectively reaching targets deep within Russian territory.
Context of Ukrainian Long-Range Strikes
The President clarified that these strikes target the Russian military industry, logistics, and war financing. Besides Perm, recent operations reached Chelyabinsk, Yekaterinburg, and the Samara region. Ukraine consistently offered peace initiatives to the Kremlin, yet received only new waves of aggression. Consequently, the Defense Forces continue to dismantle the infrastructure supporting the full-scale invasion.
Zelenskyy also addressed Moscow’s requests for a “ceasefire” during May 9 celebrations.
“People should be valued, not parades. Peace must be established, not running around the world’s capitals pleading for a pause on May 9,” the President emphasized.
He noted that Vladimir Putin could end the war at any moment by choosing to save lives instead of holding parades in Moscow.
