Ukraine and Norway launch joint defense projects and drone production

President Volodymyr Zelenskyy and Norwegian Prime Minister Jonas Gahr Støre signed a joint declaration to expand defense and security cooperation. They held the meeting in Oslo.

A live broadcast of the talks revealed the agreement, and Ukraine’s Presidential Office released the details.

Key areas of cooperation under the declaration

The document focuses on strengthening Ukraine’s defense capabilities across several priorities:

  • air defense;
  • unmanned systems;
  • electronic warfare;
  • maritime security;
  • logistics and supply support.

The sides will also develop joint weapons production, exchange technologies, and expand industrial capacity.

Joint development and the “drone deal”

Ukraine and Norway agreed to deepen cooperation in defense technologies, scale up production, and launch joint projects.

Zelenskyy said Ukraine initiated a so-called Drone Deal with Norway, similar to an earlier agreement with Germany. Norway will support the development of Ukraine’s drone industry.

The sides also plan to involve international partners to increase missile production for air defense systems.

F-16 fighter deliveries

During a joint press conference, Støre said the first of six promised F-16 fighter jets will arrive in Ukraine soon.

He explained that the aircraft had not been in active service and required repairs and upgrades. Contractors carried out this work in Belgium under a US contract. Ukrainian officials were aware of the delays.

Context

France has started preparations for a new transfer of Mirage 2000 fighter jets to Ukraine and signed a letter of intent with Kyiv on joint weapons production.

Ukraine’s Ministry of Defense and Saudi Arabia also signed a defense cooperation agreement covering joint contracts, technological cooperation, and investment.

Earlier, The Ukrainian Review reported that Volodymyr Zelenskyy visited Germany for talks with Chancellor Friedrich Merz. The leaders signed agreements on sharing digital battlefield data and developing drones.
