During his visit to Spain, Volodymyr Zelenskyy has already visited the Spanish Parliament, where he met with the Speaker of the Congress of Deputies, Francina Armengol, and the Speaker of the Senate, Pedro Rolland. The visit also includes meetings with the King Felipe VI, Prime Minister Pedro Sánchez, and representatives of the Spanish defense industry.
According to Spanish Foreign Minister José Manuel Albares, Spain’s assistance to Ukraine this year will total around €1 billion. Spain as well continues to support Ukraine’s EU accession and the creation of a special tribunal to prosecute Russian officials for the crime of aggression. During the visit, Spanish defense manufacturers presented their latest developments — anti-drone systems, turrets, aerial and ground drones, long-range detection radars, and ammunition — and discussed with the Ukrainian side production capacities, weapons applications, and technical specifications.

History of assistance
Spain has been supplying various types of weapons to Ukraine since 2022, including M113 armored personnel carriers, ammunition, anti-drone technology, and other equipment. In May 2024, Madrid approved a major military aid package worth around €1.13 billion, which includes Patriot missile components, additional Leopard 2A4 tanks, and other defense systems.
In parallel with material support, Spain has become one of the hubs for the training of Ukrainian military personnel within European initiatives. Through EU programs and national training centers, 7000 of Ukrainian soldiers have undergone instruction in Spain — from basic tactical training to specialized courses in air defense, logistics, and medical evacuation. The European Military Assistance Mission to Ukraine (EUMAM UA), of which Spain is a member, highlights Spain’s significant role in personnel preparation.
As of 2024, Ukraine has also received $104 million in direct budget support from Spain. Since February 2022, Madrid has allocated over €46 million to address humanitarian consequences of the war, including assistance for temporarily displaced persons in Spain and neighboring countries.

Documented guarantees
In 2024, Madrid and Kyiv signed a framework security cooperation agreement, formalizing long-term commitments in intelligence sharing, air defense, demining, and reconstruction. This ten-year agreement marks an important step in strengthening the bilateral strategic partnership. Under the agreement, Spain’s total support could reach €5 billion by 2027.
Conclusion
This visit underscores the continuation of Spanish support and reaffirms the assistance level provided last year. It also represents a diplomatic step, as part of the weaponry will be procured in cooperation with the United States. The Agreement on Cooperation in the Field of Security remains the key document anchoring these commitments. From the Spanish side, today’s message is that Spain is determined to support Ukraine for as long as necessary, focusing both on strengthening defense capabilities and on humanitarian and reconstruction aid.
