Norway, Canada, and Germany Increase Military Support for Ukraine

03.12.2025

Norway, Canada, and Germany have announced a significant increase in funding for the PURL program. This program provides for the purchase of U.S.-made weapons for the Ukrainian Armed Forces. This move further confirms the continued support of Ukraine’s allies, as European Pravda reported.

Partner Contributions

This month, Norway has allocated an additional substantial amount to support Ukraine, according to European Pravda. Foreign Minister Espen Barth Eide announced an extra $500 million for the PURL program. The funding is divided into two packages: one together with Germany and Poland, and another with Germany and the Netherlands. In this way, Norway effectively covers half of the planned program funding for December.

It is also important to remember that when the war ends, Ukraine must remain strong and capable of defending itself against any renewed hostilities, Eide emphasized.

Canada is also increasing its support. Foreign Minister Anita Anand stated that the country will provide an additional $200 million through PURL, bringing Canada’s total contribution to $890 million. Another $35 million will be allocated through the Comprehensive Assistance Package for fuel, medical supplies, and communications. Germany will add another $200 million for the supply of U.S. weapons and ammunition. This decision was announced by Foreign Minister Johann Wadephul following recent talks in Moscow regarding the situation in Ukraine.

Technology and Strategic Support

In addition to financial assistance, Ukraine is receiving technological support. Recently, the defense ministers of Norway and Ukraine signed an agreement on joint drone production, which helps develop Ukraine’s domestic defense technologies. The PURL program allows flexible procurement of weapons: as allied contributions increase, Ukraine can receive more equipment without restrictions.

Conclusions

The increased contributions from Norway, Canada, and Germany significantly strengthen Ukraine’s defense capabilities. They ensure stable weapons supplies, allow for medium-term planning of the Armed Forces’ needs, and enable rapid response to frontline challenges. Investments in technology and joint projects build Ukraine’s independent defense potential. This potential will remain critically important even after the war ends. Overall, these decisions show that allies will actively support Ukraine both now and in the long term, building the foundation for a secure and resilient future
