France has proposed that Greece transfer its entire fleet of Mirage 2000 fighter jets to Ukraine under a potential deal that would allow Athens to purchase new French-made Rafale aircraft at a discounted price.

Fighter jet swap: what Paris offers

Under the proposal, France would facilitate the transfer of 43 Greek Mirage aircraft to Ukraine. The fleet includes both modern Mirage 2000-5 jets and older variants, some of which Greece has already retired or placed in need of maintenance.

In return, Greece would acquire a roughly equivalent number of new Rafale aircraft at a reduced cost. Negotiators still need to define the final terms of the agreement, including pricing and technical conditions.

French President Emmanuel Macron plans to present the proposal during his visit to Greece on April 24–25.

Context

Greece continues to modernize its air force and gradually replaces older Mirage jets with Rafale fighters as part of a broader defense overhaul.

Ukraine has already started receiving French Mirage 2000 jets since 2025, using them to intercept aerial threats during Russian attacks. France also plans further deliveries of military aircraft and weapons, including guided bombs and missiles.

Previously, The Ukrainian Review reported that Ukraine and France are launching joint weapons production on the territories of both states. Ukraine’s Minister of Defense Mykhailo Fedorov and France’s Minister of the Armed Forces Katrin Votren signed the relevant Letter of Intent on February 9.
