Europe can replace US intelligence for Ukraine

29.01.2026

European leaders express readiness to compensate for American intelligence capabilities if the United States reduces its support. According to European officials and military experts, critical data can be provided to Ukraine within a few months. This process involves the integration of satellite technologies, national intelligence, and closer coordination at the EU level.

As reported by the Financial Times, the consequences of a potential US withdrawal are not as critical as they seemed a year ago. Other allies have already stepped in by utilizing their own resources. For instance, France now provides two-thirds of the intelligence data currently used by Ukraine.

Strengthening European strategic autonomy

Replacing all American capabilities remains a difficult and long-term task. However, the experience of the full-scale war has shown that Europe can act faster under political necessity. Ukraine has also decreased its dependence by expanding domestic arms production. Currently, 60 percent of the military’s requirements are met by Ukrainian manufacturers.

EU leaders are now critically reassessing their dependence on the US in logistics, air defense, and command. While achieving full independence will require years and billions in investment, current political necessity significantly accelerates the process. For instance, Ukraine expects the delivery of French-Italian SAMP/T NG systems this year. These systems aim to provide protection comparable to the Patriot. Consequently, strategic planning for “NATO without America” is now a practical reality.

Development of new satellite systems

Germany plans to develop its own satellite system for missile detection. Major General Michael Traut stated that Berlin aims to establish a foundation for sovereign European space capabilities. The recent use of the Oreshnik ballistic missile by Russia highlighted the urgent need for better launch detection. This national project will remain open for cooperation with other European allies to ensure regional security.

Earlier, The Ukrainian Review reported that France will deliver Mirage 2000-5 jets and missiles to Ukraine.

In a related development, 14 European countries blocked Russia’s shadow fleet in the Baltic Sea. This move significantly impacts the financial stability of the occupying regime.
