On December 20, Prime Minister of Portugal Luís Montenegro paid his first official visit to Ukraine. The meetings resulted in several concrete outcomes. Moreover, on December 21, Portugal confirmed a €50 million contribution to the PURL mechanism.
New areas of cooperation, the background of Portuguese assistance, and the evolving relationship between Europe’s westernmost and easternmost states are explored in the text.

During the visit, President Volodymyr Zelenskyy and Prime Minister Luís Montenegro signed a Joint Statement. The document establishes a partnership for the production of maritime unmanned systems.
Amid the recent series of successful Ukrainian naval and drone operations, it appears symbolic. President Zelenskyy emphasized that maritime drones are among the most promising areas of Ukraine’s defense efforts. He also noted that Ukrainian technologies can strengthen Portugal’s and Europe’s maritime security.
At a joint press conference in Kyiv, Montenegro addressed future security arrangements. He stated that Portugal could participate in ground operations after the active phase of the war ends. Such involvement would be possible within a NATO peacekeeping mission. At the same time, he stressed that Portugal is not prepared to deploy forces to Ukraine at present.
Montenegro also announced €600,000 in support for Ukraine’s Energy Support Fund. Besides everything, he reassured that support Ukraine’s European integration.
We want to strengthen assistance and also do everything possible on Portugal’s part to help Ukraine join the European Union. We have good economic relations between Portugal and Ukraine, and this cooperation, I believe, has significant potential, Luís Montenegro said.
On December 21, Ukrainian Defense Minister Denys Shmyhal met with Portuguese Defense Minister Nuno Melo. Following the meeting, Portugal reaffirmed its €50 million contribution to the PURL mechanism. In addition, Lisbon committed to €25 million annually for five years under the SAFE initiative.

Context of Portuguese Commitment
Under a bilateral security agreement signed in 2024, Portugal committed at least €126 million in military assistance. The support includes both combat and non-combat equipment. Among them are Leopard 2A6 tanks and M113 armored personnel carriers. Portugal also supplied M577 medical and command vehicles, UAVs, and other systems. The country participates in joint procurement of large-caliber ammunition. It is also part of the F-16 Coalition and the international maritime security coalition. In addition, Portugal contributes to the EU Military Assistance Mission (EUMAM), which has trained Ukrainian military personnel.

Despite its geographic distance and limited military capacity, Portugal has shown sustained engagement in supporting Ukraine.
