On December 28, 2025, Presidents Volodymyr Zelenskyy and Donald Trump held a meeting in Florida, where they discussed a 20-point peace plan for Ukraine. According to Zelenskyy, as of today, the plan is 90% agreed upon, and security guarantees from the United States have already been provided for 100%.

The meeting lasted more than two hours and included lunch with delegations from both sides. During the talks, the leaders also held a video call with European partners, including the presidents of France and Poland, the prime ministers of Italy and the United Kingdom, the German Chancellor, the NATO Secretary General, and the President of the European Commission. Trump emphasized that the conversation was “very significant” and progress in the negotiations is obvious.
Working groups and next steps
Trump announced the creation of a joint US-Ukraine working group to complete the negotiations with Russia. The American part of the group will include special envoys Steve Witkoff and Jared Kushner, General John Kaine, Secretary of State Marco Rubio and Secretary of Defense Pete Hegseth. The Ukrainian side is represented by Rustem Umerov, Serhiy Kyslytsia and Andriy Hnatov.
Zelenskyy specified that the teams are working on six key documents, and final decisions could be made as early as January. Trump added that the working group will also interact with Russia, and it may take several weeks to agree on individual points that remain controversial.
Difficult issues – Donbas and Zaporizhzhia NPP
One of the most difficult issues remains the territories in Donbas and the Zaporizhzhia NPP.
Regarding Donbas, Trump noted that the parties are close to a compromise, but there is no final agreement yet. The US is proposing the creation of a free economic zone, while Russia insists on its own vision.
Zelenskyy stressed that any decisions must comply with the Constitution of Ukraine, the principles of territorial integrity and the will of citizens, and noted that the referendum is considered only one of the possible scenarios.

Regarding the Zaporizhzhia NPP, Trump said that the station could be put into operation in the near future and that Russia has no intention of shelling it. Ukraine insists on joint control with the United States, while Russia wants to control the facility without the Ukrainian side. The American president called this a “big concession”, emphasizing that the NPP can be launched quickly.
Contacts with Putin and a trilateral meeting

A few hours before the meeting with Zelenskyy, Trump had a telephone conversation with Putin, which lasted more than an hour, and plans another conversation after talks with the Ukrainian side.
The American president said that a trilateral meeting Zelensky-Trump-Putin is possible if Russia sits down at the negotiating table.
Trump stressed that the negotiation process is moving in the right direction, Russia is ready to contribute to the reconstruction and economic development of Ukraine, but now it is not about an immediate ceasefire, but about finding mechanisms for sustainable peace.
Next steps
Zelenskyy said that negotiations with European leaders will take place in the coming weeks to finalize all points. Final decisions may be made in January in Washington.
