What is “Ramstein” and how is it helping Ukraine in the war

The Ukraine Defense Contact Group (UDCG), better known as “Ramstein”, is an informal but extremely influential international coalition created to coordinate and synchronize military support for Ukraine in response to the full-scale invasion of the Russian Federation on February 24, 2022.

Ramstein facilitated coordination between NATO, the EU and member states, and despite the obvious leading role of the United States, European countries also used their influence to the full, notes Stefan Meister of the German Council on Foreign Relations.

During the existence of the format, no less than $126 billion was allocated for weapons, training of personnel and equipment for Ukraine. Stefan Meister called the Ramstein group “very central” to supporting Ukraine during the almost three years of the full-scale war with Russia.

After Donald Trump won the US election, the continued existence of this format was under threat: many experts predicted the termination of these meetings. However, they continue to this day – in particular, the last (thirtieth) meeting of the Contact Group was in September 2025.

What is “Ramstein” and what is its purpose – we will analyze further.

How Ramstein Was Born

The Ukraine Defense Contact Group was officially born on April 26, 2022, less than two months after the start of Russia’s full-scale invasion.

Its historic first meeting was held at Ramstein Air Base in Rhineland-Palatinate, Germany.

The choice of venue was both symbolic and practical. Ramstein is one of the largest U.S. Air Force bases outside the United States and serves as the headquarters of U.S. Air Forces Europe and Africa Command.

The Ramstein Contact Group was initiated by the United States, and the key architect of the process was then-U.S. Secretary of Defense Lloyd J. Austin.

It was Austin who proposed bringing key donors together to ensure systematic and effective assistance. He personally invited the defense ministers of allies and partners to the first meeting.

The role of the United States and Lloyd Austin himself was crucial not only in the creation phase but also in the subsequent activities of the group. For more than two years, Austin regularly chaired the UDCG meetings, ensuring their efficiency and focus on practical results.

What is the purpose of Ramstein

The main function of the Ramstein Contact Group is to synchronize the efforts of more than 50 participating countries in order to provide effective and coordinated military support to Ukraine. This is more effective than the separate work of all countries.

For example. One country could provide 155 mm artillery systems, while another – ammunition for them. But without joint planning and logistics, this assistance might not reach the front on time or in the right quantities.

Ramstein Composition and Structure

Overall, the meetings involve over 50 countries, 32 of which are NATO members. All 32 NATO member states form the backbone of the coalition. The United States, Great Britain, Germany, France, Poland, and the Scandinavian and Baltic countries play a leading role.

A critical task of the Ramstein Contact Group is to systematically identify and prioritize the needs of the Armed Forces of Ukraine in weapons and equipment. At each meeting, the Ukrainian side provides a detailed briefing on the current situation on the front and the most urgent needs.

In turn, each country publicly announces what it is ready to provide. This ensures transparency, allows the Ukrainian side to plan its actions, and creates an atmosphere of shared responsibility among the allies.
