The War & Sanctions platform, created by the team of the National Agency for the Prevention of Corruption (NAPC) at the beginning of the full-scale invasion, has officially resumed its work under the auspices of the Main Directorate of Intelligence of the Ministry of Defence of Ukraine (DIU).
Earlier this year, Ukrainian and international media reported on the possible closure of the platform. The alleged reason for this decision was the dissatisfaction of Western partners with the list of so-called international sponsors of the war, which was a key element of the War & Sanctions portal.
In March 2024, public access to the NACP’s online platform was closed, and the Agency itself issued a statement on the transfer of all data to the Interagency Working Group on the Implementation of the State Sanctions Policy of Ukraine. The statement also said that all the sanctions registers maintained by the NACP needed to be “regulated with the state bodies responsible for their functioning identified.”
In the same March, the Ukrainian media reported that the War & Sanctions portal could be transferred to the DIU, referring to anonymous sources from the Directorate itself, as well as the former head of the NACP, Oleksandr Novikov.
Currently, the updated portal, which now features the DIU logo, provides detailed information about the persons involved in the deportation of Ukrainian children, as well as about foreign components found in Russian weapons. In the near future, the platform is to be updated with lists of persons who are already or should be sanctioned, a register of works of art belonging to sanctioned persons, a list of ports and airports that facilitate Russian aggression, and a database of foreign industrial equipment used by Russian weapons manufacturers.
The portal’s website states that its main goal is to deter the aggressor, save civilian lives, bring sponsors and accomplices of Russian aggression to justice, and stop terror.
The DIU representatives have not yet publicly commented on the platform’s relaunch. However, other representatives of the Ukrainian authorities, including the head of the Presidential Office Of Ukraine, Andriy Yermak, have spoken about the event, stating that on the new portal “users can find data on sanctions in various sectors, including financial, energy, military and technological, as well as learn about Ukraine’s initiatives to increase sanctions pressure on the aggressor.”
As for the list of international sponsors of the war, it is not on the updated platform. Nevertheless, the possible appearance of a product dedicated to international businesses that maintain its presence in Russia is hinted at both by the platform interface itself, where developers promise to launch new databases soon, and by people close to the process.
“I think this is just the beginning. Who knows what else may appear on the portal later? The DIU has no restrictions on collecting information about the aggressor and its henchmen, as was the case with the NACP. Perhaps foreign businesses that still ontinue to work in Russia and pay taxes there should not relax,” – comments former head of the NACP Oleksandr Novikov, who was at the origin of the first version of the portal.
