Ukraine Expands International Drone Production: New Agreements with the Netherlands and Norway

Ukraine and the Netherlands are launching joint production of drones that will operate both in Ukraine and in the Netherlands. The defense ministers of both countries signed the agreement today, the Ministry of Defense of Ukraine reported. This comes just a day after Ukraine announced a similar cooperation agreement with Norway.

Growing Network of International Projects

According to Shmyhal, the new Dutch-Ukrainian agreement paves the way for large-scale production of Ukrainian drone systems. Part of the manufacturing will take place in Ukraine and part in the Netherlands, making it one of the most significant international cooperation projects in Ukraine’s defense industry.

Dutch Defense Minister Ruben Brekelmans said the Netherlands sees strong potential in military-technology cooperation with Ukraine. Under the agreement, the drones produced within the project will be purchased by the Netherlands and transferred to the Ukrainian Defense Forces.

New Cooperation With Norway

The announcement follows another important step. Ukraine and Norway have also agreed to jointly produce Ukrainian drones. The document was signed by Ukraine’s Minister of Defense Denys Shmyhal and Norway’s Minister of Defense Tore Sandvik.

Shmyhal called the agreement “an important step that will expand Ukraine’s capabilities and strengthen national defense.” The next phase is the rapid deployment of a pilot production line in 2026, followed by an increase in capacity.

“Ukraine will share its experience and innovations with Norway. In turn, we will receive a strong production base that will supply our defenders with modern drones, as well as scientific and engineering cooperation with leading Norwegian institutions,” Shmyhal said, thanking Norway for its support.

Financial Support and Industrial Growth

Besides the agreement with the Netherlands, there is also strong financial support. The Netherlands has announced €250 million for the PURL initiative, directed at boosting Ukraine’s defense production and capabilities.

Prime Minister Shmyhal emphasized that these partnerships help accelerate the development of Ukrainian weapon systems.

“We continue to scale up the production of the best Ukrainian weapons together with our partners,” he said.

What These Agreements Mean for Ukraine

The joint projects with the Netherlands and Norway are expected to:

  • increase the supply of modern drones for the front line;
