Ukraine and Romania launched a strategic partnership covering joint drone production, energy security, and national minority rights. Presidents Volodymyr Zelenskyy and Nicușor Dan signed the agreement during an official visit to Bucharest. The document establishes a framework for long-term military and economic cooperation to enhance regional stability.

The Office of the President of Ukraine reported that the leaders finalized the deal at the Cotroceni Palace. This agreement transforms bilateral relations into a deep defense and economic alliance. Negotiations for this comprehensive document had been ongoing since 2023.
Energy security and the defense industry
Kyiv and Bucharest plan to build two new power lines to strengthen the Ukrainian energy grid. The parties also discussed transporting American liquefied natural gas and joint gas extraction in the Black Sea. In the defense sector, the countries prioritized the joint production of drones to counter Russian full-scale aggression.
“We will have two interconnectors in the electricity field. This is very convenient for Romania and for the energy security of Ukraine. We would like the first interconnector, a small one, to be ready by the end of the year,” stated Volodymyr Zelenskyy.
The President of Ukraine also emphasized the importance of fuel supplies:
“We really need diesel fuel. We talked about this with the President and would like to receive a positive answer on this issue, especially now when the Russians are destroying our tanks.”
Humanitarian cooperation and EU support
The agreement addresses educational issues for the Romanian minority in Ukraine. Specifically, Ukraine will celebrate Romanian Language Day on August 31. Meanwhile, Romania confirmed its readiness to support Ukraine’s EU accession process. President Nicușor Dan criticized Hungary’s blocking of the €90 billion EU loan, calling the delay unacceptable.
On his Telegram channel, Zelenskyy added:
“Ukraine and Romania are natural strategic partners. The geography of our region, security challenges, and the economic needs of our peoples all indicate that there should be more cooperation between us.”
