The European Union has launched a support package for Ukraine aimed at recovery in energy, housing, and transport. The total amount exceeds €600 million. At the same time, Volodymyr Zelenskyy stated that at least 80% of Ukrainians support European integration.

During the EU–Ukraine Business Summit in Brussels, the European Commission, together with the European Investment Bank, announced the launch of a support package for projects in energy, housing, and transport. In total, EU will allocate more than €600 million in new funding for Ukraine’s recovery.
Minister for Communities and Territories Development Oleksii Kuleba reported this. Of the announced amount, more than €450 million will go toward loan financing backed by EU guarantees. Meanwhile, around €150 million will be allocated for grants and technical assistance. According to Kuleba, the Ministry of Development coordinates 78% of this package, which amounts to €466.5 million.
Key projects
Among the key projects is railway infrastructure and connectivity, which will receive €132.5 million. In addition, €123 million will be allocated to scale up the Enerhodim and VidnovyDIM programs. Another €106 million will go toward road modernization within the Solidarity Lanes initiative. Furthermore, €68.5 million will support the development of border crossing points on the western border. Finally, €26.5 million will be used to build and renovate shelters in buildings restored under EIB municipal programs.
Kuleba noted that this funding also includes additional financing for projects that are already underway.
“Additional EU guarantees allow the EIB to increase investments specifically in areas that are critically needed for communities—energy, housing, logistics, and municipal infrastructure,” Kuleba wrote.
He also emphasized that this is part of the large-scale Ukraine Facility program. It has a total volume of €50 billion and covers the period from 2024 to 2027. Currently, the Ministry of Development team is preparing agreements for signing at the Ukraine Recovery Conference 2026.
Ukrainians support EU accession
More than 80% of Ukrainians support joining the EU, Volodymyr Zelenskyy said during the Dutch political program Buitenhof. He stressed that blocking Ukraine’s accession could affect public sentiment, which is currently largely positive toward the EU.
“In two or three years, Russia will continue to block, using someone in the EU, and we will have 50% who will support the EU. Don’t do this. We are strong enough to strengthen the EU,” Zelenskyy said.
The President of Ukraine added that he counts on the support of allies and expects a clearer position on granting membership. He also called on partners to be honest about the prospects.
Earlier, The Ukrainian Review reported that Germany and France had developed proposals to offer Ukraine a “light” format of EU membership with symbolic benefits. The plan allows Kyiv’s participation in meetings of ministers and leaders of the bloc, but without voting rights or access to the common budget.
