As a result of continuous Russian attacks, there is no power plant in Ukraine that has not been damaged since the start of the full-scale war. This was stated by Energy Minister Denys Shmyhal during a government question hour in the Verkhovna Rada.

According to him, in 2025 Russia carried out 612 targeted combined strikes on Ukrainian energy infrastructure, knocking out thousands of megawatts of generating capacity from the power system.
State of Emergency in the Energy Sector and Consumption Restrictions
Yesterday, due to the extensive damage, the government declared a state of emergency in the energy sector, allowing the use of special management mechanisms, rapid deployment of reserves, and the tightening of electricity consumption restrictions.
Despite the widespread destruction, Ukraine’s energy system remains under control – NEC “Ukrenergo” dispatchers maintain oversight, although significant electricity consumption restrictions are being applied across the country.

The most difficult situation, according to Shmyhal, is currently observed in Kyiv and Kyiv region, as well as in Odesa, Dnipropetrovsk, Kharkiv, and all frontline communities. For example, in Kyiv residents have electricity for 3 hours and are without it for 10 hours.
The minister emphasized that the scale of damage to Ukraine’s energy sector is unprecedented and no energy system in the world has faced a similar challenge before. The government continues to take measures to stabilize the situation and restore damaged facilities.

The total destruction of power plants indicates unprecedented pressure on Ukraine’s energy system from Russia. Despite maintaining control over the system, the country is forced to operate under capacity shortages and strict consumption restrictions for ordinary consumers.
