G7 and partners adopt declaration to support Ukraine’s recovery and reconstruction

26.09.2024

G7+ leaders have adopted a Joint Declaration on Support for the Recovery and Rebuilding of Ukraine. The document provides for further military, economic and humanitarian support before and after the war, Suspilne reports.

The document was adopted during a meeting in the G7+Ukraine format in New York and published on the website of the Office of the President of Ukraine.

Joe Biden said that more than 30 countries, including the European Union, had joined the declaration. This document confirms the unwavering international support for Ukraine now and in the post-war period. The text refers to four aspects of assistance:

  1. Russia must pay reparations. Until Moscow pays Kyiv for the damages it has caused, Russian assets will remain frozen in the signatory countries of this declaration.
  2. The Group of Seven countries and allies will financially assist Ukraine with the restoration and construction of critical infrastructure, particularly in the energy sector. They will also assist in Ukraine’s accession to the EU.
  3. The G7+ will continue to work on a $50 billion loan to Ukraine, which is to be paid with the proceeds of Russia’s frozen assets. Part of this money will be used for military aid.
  4. Continue the work of the Ukrainian Donor Platform with the involvement of the private sector, bilateral funding, EU investments, and international financial institutions. This also includes humanitarian support and social protection for Ukrainians.

We will continue to assess and monitor progress in fulfilling these commitments through meetings of the Ukraine Donor Platform and the annual Ukraine Recovery Conference, which will be hosted by Italy in 2025, –  the statement said.

To fulfill these commitments, the countries will work to provide Ukraine with concrete bilateral support in accordance with this joint declaration and the security agreements that the countries have signed with Ukraine, the document says.

In his speech, Volodymyr Zelenskyy noted that the joint commitment would contribute to Ukraine’s recovery. It provides for the coordination of relevant efforts through the Ukrainian Donor Platform. The President emphasized that this support should become tangible this year.
