EU may impose sanctions on Israel over Ukrainian grain

The European Union is considering sanctions against Israeli individuals and companies over their alleged involvement in schemes to supply stolen Ukrainian grain exported by Russia from occupied territories.

The EU spokesperson said Brussels has taken note of reports that a vessel from Russia’s “shadow fleet” carrying stolen Ukrainian grain was able to unload at the Port of Haifa, despite prior appeals from Ukraine to Israeli authorities.

EU officials stressed that they condemn any actions that contribute to financing Russia’s war or help circumvent sanctions.

“We are ready to stop such activities by listing individuals and entities in third countries if necessary.”

Following the incident, the EU also requested additional information from Israeli authorities.

According to media reports, the vessel Panormitis delivered more than 25,000 tonnes of grain – including wheat and barley – to Israel. The shipment likely originated from occupied Ukrainian territories.

Reports indicate that at least four such shipments have been unloaded in Israel in 2026. The ABINSK, linked to Russia’s “shadow fleet,” has also docked in Haifa.

Ukraine has already responded through diplomatic channels by summoning Israel’s ambassador. Israeli officials, however, say they have not received conclusive evidence regarding the origin of the grain.

Context

Since the start of the full-scale war, Russia has systematically exported Ukrainian grain from occupied territories. The issue has repeatedly sparked international investigations and diplomatic disputes.

The EU has stepped up efforts to monitor the “shadow fleet” and sanction evasion schemes in an attempt to curb funding for Russia’s military aggression.
