EU and US Finalize Prosperity Package for Ukraine’s Recovery

The European Union, the United States, and Ukraine are finishing a joint strategy for post-war reconstruction. This was reported by Ukrinform, citing a statement by European Commission President Ursula von der Leyen following a meeting of EU leaders in Brussels. The Prosperity Package is now in its final stage. It will serve as a roadmap for national development immediately after the cessation of hostilities.

Five Pillars of Ukrainian Prosperity

The recovery strategy relies on the World Bank’s needs assessment and organizes growth around five essential pillars. The first pillar aims to boost productivity through business-friendly reforms and increased market competition. The second focus area accelerates Ukraine’s integration into the EU single market through the transformation of key economic sectors.

The third component involves massive investment through the already operational EU Ukraine Facility. The fourth pillar emphasizes donor coordination to synchronize public funds and private capital via the Ukraine Donor Platform. The fifth element covers fundamental reforms, including strengthening the rule of law, intensifying anti-corruption efforts, and modernizing public administration.

Security and Transatlantic Cooperation

Economic recovery remains inseparable from the security guarantees discussed during consultations in Paris this January. While the international community awaits Russia’s response to the proposed terms, the EU continues to increase its support during the ongoing full-scale war. This week, partners delivered 447 emergency generators to power hospitals, shelters, and critical services across Ukraine amid intensified Russian strikes.

The Prosperity Package represents a unified stance and provides a strong signal of support for Ukraine during these difficult times.

“We are talking about a single document that represents the collective vision of Ukrainians, Americans and Europe for Ukraine’s post-war future. This agreement on the prosperity framework is a very important milestone. We have almost completed the work. We are now actively preparing the future of Ukraine as a modern sovereign and free country,” stated von der Leyen.
