At the BRICS summit, Russia has not yet secured international support – ISW

The adoption of the Kazan Declaration on October 23 – the second day of the BRICS summit in Kazan – demonstrated that Russia has not yet gained international support and has not created the alternative security structure that the Kremlin wants, Suspilne reports.

This is stated in an analytical report by the American Institute for the Study of War (ISW).

In particular, as analysts noted, the Kazan Declaration mentioned Russia’s war in Ukraine only once.

The declaration says that all signatories must act in accordance with the principles of the UN Charter – including the provisions on respect for territorial integrity – and that the BRICS countries welcome “appropriate” mediation offers aimed at ensuring a peaceful settlement of the war through dialogue and diplomacy, – the analytical report says.

The analysts also added that Ukraine emphasized that “the principles of the UN Charter” are the main way through which Ukraine can achieve peace, and stressed the illegality of the Russian war from the point of view of international law. As noted in ISW, the Ministry of Foreign Affairs of Ukraine reacted to the Kazan Declaration, saying that it shows that Russia failed to “export” its views on changing the world order and global security architecture to the countries participating in the BRICS summit.

Ukraine’s Foreign Ministry said that the declaration also demonstrates that the BRICS states are not united on the issue of Russia’s war against Ukraine, probably because many of these countries support the principles of the UN Charter. The Foreign Intelligence Service of Ukraine similarly assessed that the BRICS summit would not lead to the international community’s approval of the alternative system of international settlement sought by Russia, and stated that India, the United Arab Emirates (UAE), Brazil and South Africa opposed the transformation of BRICS into an anti-American coalition, – the analytical report said.

On October 22, the BRICS leaders’ summit began in Kazan.
