This was Tusk’s third visit to Ukraine as Poland’s prime minister. He arrived in the capital by train. Foreign Minister Andrii Sybiha and Poland’s Chargé d’Affaires Piotr Lukasiewicz welcomed him at the station. Afterward, the leaders honored fallen Ukrainian defenders at the Wall of Remembrance on Mykhailivska Square. The visit took place against the backdrop of the second round of talks between Ukraine, the United States, and Russia in Abu Dhabi on a possible end to the war and security guarantees.

What Kyiv and Warsaw discussed

During a joint press conference, President Zelenskyy said Ukraine will not compromise on its territories. He stressed that even if someone recognizes the occupied lands as Russian, it “will change nothing.”

At the same time, Zelenskyy said the Ukrainian delegation continues its work in Abu Dhabi. According to him, the talks are difficult. However, the process continues. A prisoner exchange has already taken place. Ukraine insists on further exchanges and new meetings in the near future.

The president also noted that a ceasefire is possible only with real international security guarantees, first of all from the United States.

Russia must not receive any reward for its aggression. The war must end in a way that leaves Russia with no desire to start this aggression again—against Ukraine or other European countries, Zelenskyy said.

In addition, the sides discussed energy cooperation, gas supplies, air defense, and joint production of drones and weapons. Zelenskyy urged Poland to support stronger EU sanctions against Russia. In particular, he mentioned blocking Russian oil tankers and using frozen Russian assets to rebuild Ukraine.

Meanwhile, Donald Tusk confirmed that Warsaw will not recognize Russia’s occupation and will continue to support Kyiv in negotiations. He said Poland has already delivered the 47th aid package. The country is now preparing the 48th package. It will be worth about 200 million zlotys and will mainly include armored vehicles.

Moreover, Tusk said Poland is ready to transfer MiG-29 fighter jets to Ukraine if needed. He also announced consultations with Poland’s military leadership on additional air defense support.

Finally, the sides discussed preparations for the international Ukraine Recovery Conference, which will take place in Gdańsk in June. Polish Finance and Economy Minister Andrzej Domański arrived in Kyiv to coordinate this process.

Earlier, The Ukrainian Review reported that during the first prisoner exchange this year, 150 Ukrainian soldiers and seven civilians returned home. The youngest defender is 23 years old. He was captured at 19. The oldest is 63.
