The Center for Strategic Communications and Information Security has prepared a brief digest of the main events as of April 2. Today, the main topics are the frontline, Kharkiv, and compensation for damages.
The situation at the frontline
- Intense positional fighting continues along the entire contact line. The Ukrainian Defense Forces are in control of the situation. Our troops are holding back the enemy’s offensive and making significant gains.
- On March 30, in the Avdiivka sector, Ukrainian soldiers stopped the advance of the largest column of Russian tanks and armored vehicles since the beginning of the war. In the battle, 12 tanks and 8 armored personnel carriers were destroyed.
- This outstanding battle can be compared to the defeat of the Russian armored column near Vuhledar in February 2023.
- The defenders of Ukraine are doing their job professionally, they deserve recognition and need the active support of the entire society.
Kharkiv holds on
- The Russians systematically attack Kharkiv with missiles, drones, and bombs. The problem is the city’s location near the Russian border.
- The enemy propaganda lies in that it attacks only military targets. With each arrival, there is more and more evidence that the aggressor’s criminal target is Kharkiv’s civilians.
- The Russians destroyed all transformer substations and severely damaged the thermal power plant. However, Kharkiv power engineers made a miracle and began to return electricity to Kharkiv residents’ homes as soon as possible.
- The city now has 1,3 million residents, and Russia will be unable to frighten or break them. During the two years of full-scale aggression, Kharkiv experienced higher threats, including a direct invasion in 2022.
- We will defend and rebuild Kharkiv. It will take more than $10 billion to rebuild what Russia has destroyed in the city. The aggressor will have to pay for everything.
Compensation for damages from the Russian Federation
On April 2, the International Register of Damages as a Result of Russian Aggression against Ukraine (RD4U) will be opened in The Hague as part of the Ministerial Conference “Restoring Justice for Ukraine”.
- The RD4U office has been operating in Kyiv since March 22, 2024. The organization’s task is to establish a mechanism for compensation for damages caused by the Russian aggressor.
- Starting from April 2, RD4U officially launches the process of applying for compensation for losses, damages, or harm caused by the Russian aggression against Ukraine.
- The priority category of applicants will be focused on in the first place – people whose homes have been destroyed or damaged. It is expected that between 300,000 and 600,000 applications will be submitted within this category.
- Applications for damage or destruction of Ukraine’s critical infrastructure will also be considered.
- Until reparations are established for Moscow, compensation for the damage will be made, among other things, at the expense of profits from frozen Russian assets.
