OSCE to Consider Russian Strikes on Energy Infrastructure

Ukraine initiated discussions on Russia’s massive attacks on energy infrastructure at the OSCE on January 15.

Foreign Minister Andrii Sybiha stated that will be no pauses in pressure on Russia, including in international fora:

After a series of emergency meetings, including those of the UNSC and NATO, this Thursday, on January 15th, at Ukraine’s demand Russian strikes and disregard for US-led peace efforts will be addressed by the OSCE. The timing of the extraordinary debate is meant to align with the inaugural OSCE Permanent Council meeting in 2026 and presentation of the Swiss Chairpersonship’s priorities…

It is noteworthy that the United States is explicitly referenced in this message.

U.S. Reaction

Washington has condemned Russia’s attacks on Ukraine’s critical infrastructure During a UN meeting on January 12:

We condemn Russia’s continued and increasingly intense attacks on Ukraine’s energy facilities and other civilian infrastructure. These attacks openly mock the idea of peace, which is of paramount importance to the world and to President Trump,” said U.S. Ambassador Tammy Bruce.

Bruce also described the launch of the Oreshnik missile as a step that deliberately expands the scale of the war.

Scale of the Damage

Following the January 9 attack on Kyiv, five missiles struck one of the TPPs, number 5. According to MP Oleksiy Kucherenko, the damage is so severe that restoring heat supply is extremely difficult. As of Tuesday, January 13, some residents remained without heating.

Kyiv is also facing serious disruptions to public transportation due to damage to electric transport infrastructure. After the shelling, the most critical situation was initially observed on the city’s left bank. However, YASNO (supplier of electricity, gas and energy-efficient solutions) CEO Serhii Kovalenko noted that the situation on the right bank of Kyiv has deteriorated as well and, in simplified terms, has reached the same level of severity as on the left bank.

Conclusion

Diplomatic efforts at the level of international meetings will not stop Russia’s campaign of terror. However, such forums remain an important tool for drawing the attention of Ukraine’s partners to continued violations of peace efforts and international norms.
